Standing on a hillside high above the waterfront, the Monument "Freedom" is a striking Yugoslav-era *spomenik* that offers a sharp contrast to Ulcinj’s medieval old town. Completed in 1985 by sculptor Miodrag Živković and architect Đorđe Zloković, this modernist concrete memorial is dedicated to the local fighters and civilians who died during World War II. Its abstract, 12-meter-high design features four sweeping, wing-like elements that evoke aircraft wings, symbolizing flight and sacrifice.
